What is GR and lobbying in simple words?
This is a legal and transparent interaction between business and the state that helps convey the position of a company or industry to decision-makers.
Simply put, it is a way to explain to the state how certain decisions, laws, or regulations affect business, and to help make this dialogue clear, structured, and effective.

What is the difference between GR, lobbying, and regular communications with the state?
Government communications are when a company responds to existing requests or regulations: it submits documents, responds to requests, explains its position. For example, a business has received new requirements from a regulator and simply explains how it complies with them.
GR (government relations) is a systematic work: the company regularly builds relationships with government agencies, industry associations, and other stakeholders so that its position is taken into account before decisions are made. For example, the business participates in working groups and discussions of new market rules.
Lobbying is a more targeted part of GR, when there is a specific task: to change or influence a certain decision, norm, or law. For example, a company initiates changes to a regulation that complicates the work of an industry and works with the state to correct it.
In short: communications is a reaction to rules, GR is constant interaction, and lobbying is focused work on changing rules that already exist.

Who needs GR and lobbying services?
GR and lobbying are needed by those whose businesses are directly affected by government regulations and decisions. For example:
- Regulated industries include energy, agriculture, pharmaceuticals, finance, media, and construction. Any change in rules there immediately affects the business model.

Is lobbying legal in Ukraine?
Yes, if it takes place openly, within the framework of current legislation and in compliance with the principles of transparency. In Ukraine, this area is gradually being regulated, in particular through tools of declaration and publicity of interaction with state institutions.
For example, companies or industry associations can formally submit proposals for changes in legislation, participate in working groups under government bodies, and publicly present their position in these processes.
